		<description>PS:  I notice that  this was posted in "analysis" but I fail to see anything that resembles analysis in the post.

Call me crazy but my understanding of analysis as it relates to  a topic such as the one above would include a discussion of the component parts of the topic and a series of deductions based upon known facts leading to a supportable finding of a probable result.

In other words, what does this decision mean to the market?  Why are they doing this and why should we care?</description>
