		<description>I say NO to this proposal.  Consumers who switch carriers know they must pay an ETF when they sign up for a plan.  If they choose to do so, let them be responsible for their decision.  I don't think the FCC should dismiss class-action lawsuits filed against carriers for their practice of charging enormous fees that are ridiculusly high.  The govenment should step in and put a resonable cap on what they can charge for terminating a contract.</description>
